Energy Resources, Research and Technology
A national forum, the Energy Resources, Research and Technology
committee debates, studies and develops positions on economic,
technical, research and safety issues that confront domestic oil and
natural gas production.
Environment and Safety
An active national forum focusing on oil and gas environmental and
safety issues, the Environment and Safety committee gathers and
distributes information on legislative and regulatory developments,
technological innovations and effective approaches to environmental and
safety management. The committee provides leadership by remaining
dedicated to these efforts as well as by discussing the impact of
legislation and regulations, developing and communicating positions and
guiding states and industry through model statutes or regulations,
handbooks or other appropriate means.
Legal and Regulatory Affairs
The Legal and Regulatory Affairs committee actively engages in
legislative and regulatory processes at state and federal levels to
ensure that tedious laws and regulations do not adversely affect oil
and gas activities. The committee tackles many tasks by fostering
communication with the regulatory community so timely responses can be
made to meet the rapidly changing needs of the oil and gas industry and
its customers.
Public Lands
Concentrating on issues pertaining to public lands in the Commission's
member states, this committee works to ensure regulatory efficiency
between the states and federal government; specifically coordinating
state and federal requirements that govern exploration and production
of petroleum resources on public lands. The prudent stewardship of
public funds and the elimination of duplication of effort between state
and federal activities are hallmarks of the committee's function.
Public Outreach
The Public Outreach Committee focuses on educating the American public
about the importance of our nation's oil and natural gas resources. The
committee also actively communicates the Commission's role as the
authority on research and issues surrounding oil and natural gas
resources in the United States.
State Review
The State Review Committee assists member states in strengthening their
regulatory programs to ensure the protection of public health, safety
and the environment through the state review process.
The state review process objectively compares a state's petroleum
exploration and production waste management regulatory program against
a set of standards developed through a joint effort of the Commission
and the U.S. Environmental Protection Agency. The result of the process
is a peer review report that offers objective recommendations to
strengthen the state's program.
The committee works also with other stakeholders in the development of
program guidelines and measures for adoption by the Commission and in
the evaluation of state programs that have volunteered for the review.
International
At its 1995 Midyear Meeting, the IOGCC voted to establish affiliate
relationships with international oil and gas producing countries.
Through IOGCC International, international affiliates have full access
to information and resources of the Interstate Oil and Gas Compact
Commission, as well as the opportunity to participate on IOGCC
committees and activities, share experiences and information, together
improve our knowledge and solve common problems, and study common
issues facing every nation's hydrocarbon recovery efforts.

Workgroups
Council of State Regulatory Officials
The Council of State Regulatory Officials acts in an advisory capacity
to the Commission and is comprised of one representative from each
state oil and gas regulatory agency. Members of the council meet
biannually to discuss regulatory issues of mutual interest, and often
develop best practices for regulatory oversight.
Appalachian/Illinois Basins Directors
This group is comprised of oil and gas agency directors in the
Appalachian and Illinois Basins' states. The directors meet to discuss
regulatory issues common to the area, identify areas for workshops and
seminars to meet the training needs of agencies dealing with the
uniqueness of their producing region and perform other business
pertinent to this area of oil and gas producing states. The directors
focus on a wide range of topics relating to regulatory compliance for
natural gas and oil exploration and production.
North American Coastal Alliance
The North American Coastal Alliance focuses on areas of concern to the
coastal states and provinces through a forum of open dialogue and
sharing of compliance information and environmental research results.
In many areas, oil, gas and marine ecosystems represent a continuum
between state and federal waters.
Council of State Oil and Gas Attorneys
The Council of State Oil and Gas Attorneys aims to assist its member
attorneys in the acquisition of the knowledge necessary to remain
abreast of the most recent developments in oil and gas law as it
pertains to the states' regulation of mineral resources.
Geological CO2 Sequestration Task Force
The Geological CO2 Sequestration Task Force examines the technical,
policy and regulatory issues related to safe and effective storage of
CO2 in depleted oil and natural gas fields, saline formations and coal
beds.
The growing interest of government and industry in the storage of CO2
stems from the fact that the increasing amounts of the gas is largely
the consequence of burning carbon fuels for energy. In the United
States, 98 percent of carbon dioxide is emitted as the result of the
combustion of fossil fuels; consequently, carbon dioxide emissions and
energy use are highly correlated.
